“The CCP provides government subsidies to Chinese companies that manufacture fentanyl analogs, precursors and other synthetic drugs as long as those companies sell them outside of China,” said outgoing Chairman Mike Gallagher, R-Wis., at Tuesday’s hearing. “The subsidies come in the form of discounts for VAT or VAT. The CCP uses VAT rebates to dramatically increase exports from China for other goods. We now know that it does the same for illegal synthetic drugs.’

The report found that at least 17 chemical compounds, including several types of fentanyl, MDMA - commonly known as 'Molly' - and PCP were all products that qualified for VAT rebates.  Some rebates to fentanyl manufacturers reached up to 13 percent.

The report also finds that CCP is directly involved in some of the fentanyl-producing companies.  It indicates how certain government entities, such as a China-run prison and a publicly traded Chinese company, both engage in the fentanyl trade.

“The United States has long known – and I certainly knew as Attorney General – that the People’s Republic of China is the source of the fentanyl that is killing Americans,” testified Donald Trump’s former Attorney General Bill Barr (pictured). “Fentanyl deaths are equivalent to a packed Boeing 737 crashing every single day,” he added, adding that daily U.S. overdose deaths from fentanyl average about 200, equivalent to the capacity of a commercial airliner.

“Some may find it hard to believe that a modern state would be so complicit in the campaign of mass murder against the citizens of another country. But the committee’s work now provides powerful evidence that it is,” Barr said.

Lawmakers noted during the hearing that many of the activities surrounding fentanyl production are illegal in China, including cryptocurrency trading, which is the preferred bet for Chinese fentanyl suppliers.  This cryptocurrency trade has also led to large-scale money laundering schemes in China, which have enriched criminals and the Chinese chemical sector, according to the report.

The report suggests creating a task force to combat and disrupt the opioid supply chain, as well as strengthening sanctions against China. “China and the CCP have the capacity to shut this down,” Barr said. ‘There is no doubt that they are aware of what is happening and they pay attention to the details. The question for me is if they are involved in it, are they actually complicit in trying to encourage it. And I think the answer is yes,” Barr said.
