The New South Wales government has unveiled an elaborate proposal that could transform Sydney’s major racecourse into a new tube station, entertainment hub and space for 25,000 homes, effectively creating a mini-city.
Plans would see Rosehill Racecourse in the city’s west moved to other sites owned by the Australian Turf Club (ATC), which approached the government with the idea.
While ATC will retain the site, it is estimated that funds from the massive development will bring up to $5 billion into Sydney’s racing industry, including racing, training, infrastructure and stable space.
The major announcement is confirmation that one of Australia’s most expensive infrastructure projects – Metro West – is moving forward after NSW Premier Chris Minss considered abandoning the idea.

NSW Premier Chris Minns (pictured) said it was a “once in a generation opportunity”.
While the plan will now be subject to the government’s unsolicited proposal process, the ATC has already signed a memorandum of understanding.
Proceeds from the development will be invested in a new training center of excellence at Horsley Park, while the Warwick Farm site will also be transformed into a new track, including a complete refurbishment of the training, stables and spectator facilities.
The redevelopment of Canterbury Park Racecourse and the expansion of the stables and training facilities at Royal Randwick Racecourse were also highlighted.
NSW Premier Chris Minns described the proposal as a “once in a generation opportunity” that would secure the future of racing in NSW and build more housing.
“The government sees this as an opportunity to put money to work and build more housing close to transport hubs, with more green space for new families,” he said.
“This is exactly the proposal that my government has been talking about for the last 6 months.
“The fact is that we have a housing crisis – we are not building enough houses. The more supply we have, the more we can reduce pressure on the cost of living, whether for renters or for those looking to buy their own home.”
ATC Chairman Peter McGoran said this was a huge investment in the future of racing in Sydney.
“These races in Sydney guarantee the future for a century to come,” Mr McGoran said.
“This will cement Sydney as the best, most modern and financially secure jurisdiction in the world.”
